Between 2020 and 2025 female students make up the clear majority of enrolment across the dataset: 19,690 of 25,734 students (76.5%) are female and 6,044 (23.5%) are male. The female share of enrolment is stable and consistently high across years (≈75–77%). The data shows strong female dominance in health, teaching and social-science programmes, and strong male dominance in engineering, computing and some technology programmes. These imbalances have direct implications for gender equality in access to fields of study and, ultimately, labour market segmentation.

Policy on Non-discrimination against women
The Maldives National University (MNU) is committed to promoting gender equality as a key component of its institutional values and its contribution to national development and sustainability goals. In accordance with the national framework established under Law No. 18/2016 (Gender Equality Act), MNU adopts this policy to ensure full compliance with the standards set at the national level while strengthening its internal systems for fairness, dignity, and equal opportunity.
This regulation outlines the minimum standards for receiving and addressing complaints of gender-based discrimination, ensuring that all employees and job applicants—especially women—have access to transparent, secure, and responsive grievance mechanisms. Through this policy, MNU reinforces its dedication to eliminating discriminatory practices, supporting women’s participation and advancement, and fostering a work environment that aligns with broader national commitments to gender equality and sustainable development.
Policy protecting those that report discrimination from educational or employment disadvantage.
The Maldives National University ensures that all employees and job applicants can report incidents of gender-based discrimination or sexual harassment without fear of retaliation. In accordance with Law No. 18/2016 (Gender Equality Act), the University strictly prohibits any form of educational, professional, or employment disadvantage against individuals who lodge complaints, participate in investigations, or provide information relating to such cases.
MNU’s Anti-Sexual Harassment Committee, along with its grievance mechanisms established under the Act, is mandated to handle all reports confidentially, fairly, and without bias. Individuals who come forward are protected from intimidation, harassment, unfair treatment, loss of opportunities, or any adverse action resulting from their decision to report misconduct. Through this policy, MNU reinforces its commitment to fostering a safe, respectful, and equitable environment where all members of the university community can speak out and seek redress without fear.
Paternity policy that support women participation.
The Maldives National University recognizes the importance of shared caregiving responsibilities in promoting women’s full and equal participation in the workforce. In alignment with national gender equality commitments, including the Gender Equality Act and the National Gender Equality Action Plan, MNU upholds the government’s paternity leave policy, which entitles male civil servants to one month of paid paternity leave.
This policy is designed to ensure that fathers play an active role in early childcare, thereby supporting mothers in returning to work and reducing the disproportionate burden of domestic and caregiving duties traditionally placed on women. Introduced alongside the extension of paid maternity leave to six months, the paternity leave initiative strengthens family well-being while contributing to broader national efforts to enhance women’s economic empowerment, workplace participation, and leadership opportunities.
By supporting and promoting such equitable leave policies, MNU reaffirms its commitment to fostering an inclusive work environment that enables both parents to thrive at home and in their professional roles.
